Why sizes differ
Most countries follow the ICAO standard for machine-readable travel documents, which leads to the common 35 × 45 mm size. The US uses a square 2 × 2 inch format, and Canada uses a larger 50 × 70 mm photo. What matters most for acceptance is usually the head height inside the photo, not just the outer size.
Can I use one photo for everything?
No. A 2 × 2 US photo cut down to 35 × 45 mm will have the wrong proportions, and the UK says photos can't be cut down from a larger picture. Take one good original photo and crop it separately for each document.
