Costco no longer takes passport photos
Costco closed the photo centers in its warehouses in February 2021, and passport photos were discontinued along with ink refills, photo restoration and video transfer. Costco cited falling demand for photo printing now that most people use their phones. The service has not come back.

Can I use Costco's online photo printing?
Costco's online photo service moved to a partner, so you can still order regular prints there. If you upload a correctly sized 4 × 6 passport photo sheet, it's printed like any other photo. Just make sure the print size is exactly 4 × 6 inches and isn't cropped or resized by the ordering site.
